Shoppes at Apple Greene

The Dunkirk Area Concerned Citizens Association (DACCA) arranged a meeting August 4, 2008, providing Apple Greene Subdivision representatives an opportunity to express concerns directly to the Developer of Shoppes at Apple Greene (Marrick/Howlin).

The Apple Greene leaders, Lisa Yankanich and Katie McVicker deserve credit and should be commended leading their community and organizing public awareness. They clearly seek an equitable solution between the developer’s proposal and citizen’s concerns.

DACCA’s stated positions to date supported “in concept” the planned Drip Irrigation system and moving the development date from 10 years to within 3 – 5 years. Most importantly, support was dependent upon the specifics of the submitted plans.

To hear more details of the plans, DACCA Board of Directors attended a follow up meeting between the developer and the Apple Greene residents held September 15, 2008. The residents have valid concerns regarding the proposed stormwater management plans and the land application sewage system.

Concern remains with the proposed location of the intended “holding pond” that functions to house treated waste water especially during times when the drain fields are waterlogged.

Reportedly, soil conditions preclude relocating the “holding pond” to another location.

As to the viability of using a drip irrigation field, the other two systems within Calvert County experience challenges. Calvert Gateway suffered from groundhog damage. At Marley Run lightning strikes disabled a switch. The Developer of Shoppes at Apple Greene should identify specific Risk Management plans and procedures to mitigate sewage compromise.

The current law requires a minimum of 50 feet between drip irrigation fields and residential areas. The distance for Calvert Gateway and its nearest neighbor is 700 feet. Marley Run may also be 700 feet from the current residence, but is within 50 feet of the nearest (not yet developed lot). Additional study may be required to ascertain the correct distance (somewhere between 50 and 700 feet).

The developer identified plans to install multiple berms between drip irrigation fields and the residential area. DACCA encourages additional earthen walls planted with trees that would keep the view away from the residents of the “holding pond” and all drip irrigation fields. This would ensure any spillage remains on site and should strive to provide privacy approximating the current state.

Addressing effective stomwater management and storm drain issues are unresolved. To maximize keeping rainwater on site, the developer, at a minimum, should explore use of bio-retention basins, stormwater swale, “green roofs,” and rain gardens as well as pervious surfaces. Run-off leaving the Shoppes at Apple Greene remains a concern.

Presentation on Comprehensive Planning and Traditional Towns

The Calvert County Planning Commission is currently engaged in the Town Center Master Plan Update Process. The Planning Commission will be hosting a speaker who will talk on comprehensive planning and traditional town planning. Thomas Hylton, a Pulitzer-prize winning journalist, wrote Save Our Land, Save Our Countryside. He hosted an hour-long public television documentary of the same name. Mr. Hylton is a native of Wyomissing, Pennsylvania. “As president of Save Our Land, Save Our Towns Inc., a non-profit corporation, Hylton serves as an advocate of traditional towns that house people of all ages, races, and incomes.” (http://saveourlandsaveourtowns.org). He is the Chairman of the Pottstown Planning Commission and the Pottstown Shade Tree Commission.

Free Calvert Housing Opportunities Workshop Scheduled for June 18, 2008

PRINCE FREDERICK, Md. – May 30, 2008 – The Calvert Housing Opportunities Committee, established by the Calvert County Board of County Commissioners to oversee the development of housing policy and to promote affordable housing initiatives, will sponsor a free Housing Opportunities Workshop on Wednesday, June 18, 2008, from 7:00 to 8:30 pm at Calvert Pines Senior Center Auditorium, located at 450 West Dares Beach Road in Prince Frederick (behind the Calvert Village Shopping Center).

The workshop will provide general information on County and State programs to assist moderate income and/or first-time homebuyers who live or work in Calvert County.

Specific information will be provided regarding the following programs:

House Keys 4 Employees: A Maryland Department of Housing and Community Development Program that partners with local jurisdictions to provide down payment and closing cost assistance to first-time homebuyers. To date, 18 local public service employees, including teachers, sheriff’s deputies, fire/rescue personnel and County government employees have used this program to purchase their first home. Affordable Housing Loan Fund: Established by the Calvert County Board of County Commissioners, and administered by the Calvert Housing Alliance, this loan fund provides eligible homebuyers with potential supplemental funding for existing mortgage products, including options for bridge loans, rent-to-own options, Rural Development supplemental loans, and Maryland Homeownership for Individuals with Disabilities (MHID) supplemental loans.

Residential Tree/Green Debris Removal

Calvert County, Md., Board of County Commissioners Announces Residential Tree/Green Debris Removal Due to Storm on May 11 & 12

PRINCE FREDERICK, Md. – May 13, 2008 – The Calvert County, Md., Board of County Commissioners, through the Calvert County Department of Public Works, Highway Maintenance Division, will perform roadside collection and removal of residential tree/green debris from County road rights-of way through May 30, 2008, as a result of the storm that affected the County on May 11 and 12.

Calvert County residents who live on any County-maintained roadway may place un-bagged debris at the road edge in front of their private property, in the County right-of-way only, between May 13 and 30, 2008, for free removal. County trucks will continuously canvas neighborhoods to remove this vegetative debris.

In addition, the Appeal and Barstow Landfills will accept residential tree/green storm-related debris resulting from the May 11th and 12th storm, Monday through Saturday, between 8:00 a.m. and 4:00 p.m., through Saturday, May 31, 2008, free of charge.

Tree/green storm-related debris is limited to un-bagged leaves, trees, limbs, branches, bushes, shrubs, etc. All other storm debris including construction and demolition debris (like carpeting, sheetrock, wood, roofing or insulation) and wind-blown garbage will be accepted at the Appeal Landfill only and a fee will apply.

After May 31st, tree/green debris must be taken to Appeal Landfill for a fee.

2007 State of the Economy

Calvert County, Md., Department of Economic Development Releases 2007 State of the Economy;

PRINCE FREDERICK, Md. – May 13, 2008 – The Calvert County, Md., Department of Economic Development (DED) announces the availability of the 2007 State of the Economy. The annual report is prepared by DED to outline the state of Calvert County’s economy and highlight factors affecting the economy and business community. The report also acts as a guide on general statistics and trends in the local and regional economy.

Statistics included in the report show that the Calvert County labor force continues to expand along with the Washington, DC, region as a whole. In 2007, the Calvert County labor force had grown to 47,382 and the unemployment rate had decreased slightly to 3.1 percent. Private sector job growth in Calvert County increased by 624 jobs (3 percent) during 2006 and in 2007, Calvert County’s labor force comprised 8.2 percent of the Maryland portion of the DC-Virginia-Maryland-West Virginia Metropolitan Division.

Private employment now accounts for 81.8 percent of all jobs in Calvert County. The two main categories of private sector jobs are goods-producing and service-providing. Goods-producing jobs saw an overall increase of 5.5 percent between 2005 and 2006. (These reports run approximately one year behind, therefore 2006 data is the most current calendar year data available.) Jobs in the service-providing category account for the largest portion of private employment and saw an overall increase of 2.5 percent between 2005 and 2006. Calvert’s top five employers are Calvert County Board of Education, Constellation Energy (Calvert Cliffs Nuclear Power Plant), Calvert Memorial Hospital, Calvert County Government and Dyncorp International.

The Median Household Income in Calvert County increased by 10.1 percent between 2004 and 2006. Calvert’s Median Household Income continues to be the highest in Southern Maryland and the third highest in the State at $87,400.

The number of commercial building permits has risen, increasing almost 75 percent between 2004 and 2007. Commercial permit values increased by 15.5 percent for the same period.

The commercial portion of the tax base has risen steadily in Calvert County, from $210.7 million in 1991 to almost $602.2 million in FY 2007. In FY 2007, residential real property contributed 82.3 percent to the total assessable tax base and public utilities contributed 10.3 percent.

Like all of the Washington Metropolitan area, Calvert County has recently experienced unprecedented increases in home prices; however, the trend appears to have stabilized. In 2006, the average home sold for $403,297 in Calvert County – up almost 54 percent since December 2003 – but in 2007, the average had decreased slightly to $400,009.

Tourism continues to be a vital part of Calvert County’s economy. Calvert County had 424,814 visitors at 15 key visitor sites throughout the County in 2007, an increase of 19.6 percent over 2006. Between 2006 and 2007, State sales taxes collected in Calvert County from shopping and amusements increased 74.8 percent, hotels increased 29.3 percent, restaurants increased 15.4 percent and transportation increased 0.1 percent.

Additionally, tourism expenditures increased by 5.4 percent from 2005 to 2006. Tourism expenditure figures are estimates of the impact of domestic traveler spending and include both in-sate and out-of-state visitors traveling away from home and staying in paid accommodations.

The DED continues to provide a number of services and resources to support the growth and development of County businesses. Free business services include online commercial real estate listings, confidential in-house counseling, online employment classifieds, marketing assistance, an ombudsman program and training and educational seminars. The County offers an Incentive Fund and Economic Development Loan Fund for qualified businesses and produces a number of publications including regular electronic business and tourism newsletters, annual Calendar of Events and Visitors Guide and the annual State of the Economy. Additionally, the County’s business retention program serves as an intermediary to local business owners in helping them to grow and succeed.

In April 2008, Calvert County received a credit rating increase from Standard and Poor’s, a significant achievement according to County Commissioner president Wilson H. Parran.

“The AA+ rating is a significant milestone for Calvert County,” Parran said. “The advantage of higher rating results in a lower interest rate when the County issues bonds, therefore, the County realizes substantial savings in financing costs. Bond ratings are one of several criteria used by companies looking to startup, expand or relocate their organizations and reflect the credit worthiness of the County. The increase to AA+ by S&P demonstrates Calvert’s financial stability, thus increasing the potential for continued economic growth,” Parran said.

Places Second in 2008 National Child Care Center of the Year Awards

PRINCE FREDERICK, Md. – April 28, 2008 – Entering the three-year-olds’ room at Prime Time Children’s and Youth Activity Center in Owings, Md., is like being swallowed up in a watery ocean world of imagination, color and wonder. Each room at the Center is decorated with a special theme that inspires play and creativity for the youngsters; for three-year-olds, the theme is “under the sea.”

Owner and Center director Brenda Tyrrell greets the children this morning and 15 slightly messy faces look up from their morning snack of Pop-Tarts and milk to sing-song their good morning to “Miss Brenda.” Tyrrell beams. “This is what it’s all about,” she says. “We’re raising our future leaders here and we want this to be a place that feels like home and prepares them for a lifetime of learning.”

Tyrrell and her crew have much to be proud of these days. In February, they were notified they had been selected as a finalist for 2008 National Child Care Center of the Year to be bestowed at the annual conference of the National Association of Child Care Professionals (NACCP) in New Orleans.

On April 17, Tyrrell was pleased to learn they had won second place. “Of course, I would have preferred first place, but since this is only our first year with the association and it is a nationwide honor that required in-person verification by a member of the Association, we’re still very happy with our placement. To me, it’s a pat on the back – an important affirmation from professionals in our field that says we’re doing a good job here.”

The award is given to a child care center that best demonstrates the association’s beliefs in strong curriculum development, knowledge of early childhood education, best business practices, family interaction, creativity, leadership, community efforts and professional development. NACCP is a 1,700-member association based in Austin, Texas, with members throughout the United States and Canada.

But Prime Time and its staff are no strangers to recognition and awards. In 2005, they received the 17th Annual Child Care Challenge Award sponsored by the Women Legislators of Maryland; in 2007 they were re-accredited by the Maryland State Department of Education and the National AfterSchool Association; and in May 2008, kindergarten teacher Kelly Durnbaugh will receive the Recognition of Superior Effort (R.O.S.E.) from the Maryland State Child Care Association.

This year, Prime Time also celebrates their 20th year of operation. “When we opened the first child care center in Chesapeake Beach, I said we would put Calvert County on the map for high quality child care,” said Tyrrell. “And I think we have done that.”

Tyrrell admits that running a child care center with 49 employees and 200 children is a more than full-time job on most days. But she can think of no other work she would rather do, and could not have done it without support from her family. “Sometimes when I get stressed out,” she says, “I just go out on the playground, stand under a shade tree, close my eyes and listen to the giggles and laughter coming from the children. That’s what it’s all about. That’s why I do this.”

Participants can be part of a leisurely walk through Solomons or a more competitive 5K race, marked by the Calvert County Sheriff's Office. All are welcomed and encouraged to join in the festivities and there is no charge to participate; however, those who pledge or donate at least $25 will be given an Inspiration 5K Run/Walk T-shirt. Water and snacks will be provided.

This event is the primary fundraiser for Special Olympics Calvert County and all proceeds go toward providing athletic opportunities to intellectually challenged people in the community. The organization's vision is to help bring Special Olympics athletes into the larger society under conditions where they are respected, accepted and given the chance to become useful and productive citizens. The values of friendship, integrity, opportunity, quality and sportsmanship are central to the organizations objectives.

Special Olympics chapters around the world have helped more than 2.5 million people with intellectual disabilities to become physically fit, productive and respected members of society through sports training and competition. The Calvert County chapter offers training and competitive opportunities in aquatics, bowling, floor hockey, softball, soccer, track & field and basketball. Many athletes participate in more than one sport and they, like most young athletes, find their time on the court, in the pool, at the bowling alley or on the field to be the highlight of the week.

George W. Owings, III to Host the Calvert County Literacy Council’s 2008 BEE for Literacy

PRINCE FREDERICK, Md., - April 16, 2008 – George W. Owings, III, former member of the Maryland House of Delegates and former Secretary of the Department of Veterans Affairs for Maryland, will serve as honorary host for the Calvert County Literacy Council’s 12th Annual BEE for Literacy on Friday, May 9, 2008, 6:00 – 9:00 p.m. at Kings Landing Park’s Patuxent Hall. PNC Bank is gold sponsor for the event.

Owings, a lifelong resident of Calvert County and long-time advocate of adult literacy, returns this year to offer his support to the annual event. Maria Birnkammer, Executive Director of the Calvert County Literacy Council, is thrilled that Owings will be on hand to liven up the event with his special flair of wit and humor. “George has hosted our event in the past and we know he will make the evening special, both for the spelling teams and for the spectators,” she said. “We’re so happy he will be with us again to help create the awareness that adult literacy tutoring in Calvert County needs.”

The annual event pits teams of four adult spellers against each other in an elimination-type competition. Like traditional spelling bees, there are a number of rounds with the words becoming progressively harder throughout the evening. However, these adult teams come in costume which helps keep the evening light hearted and not too competitive. Last year’s winners, The Letterheads, sponsored by Second Looks Books, will return this year to defend their title. In addition to the spelling entertainment, there will be food, wine and beer. A silent auction will be ongoing throughout the evening.

Owings said he looks forward to a rousing evening of entertainment, good food and good spelling. “The Literacy Council’s annual spelling bee is always a fun evening and of course the proceeds go to a worthy cause,” he said. “I’m happy to serve as honorary host because this is a unique and entertaining evening. Besides, unless I decide to join a team, the pressure will be on the contestants, not me – and that’s much easier than being put on the spot to spell a word like ‘raconteur,’” he joked.

PRINCE FREDERICK, Md. March 10, 2008 - On Thursday, April 3, 2008, the Calvert Career Center will host its annual Job Fair. This event provides Career Center students with the opportunity to meet with representatives from businesses, unions and professional organizations to discuss potential employment. Additionally, the business representatives have the opportunity to inform students what qualifications are required for employment.

Many Calvert Career Center students have mastered entry level skills in their programs, such as graphic arts, the construction trades (CAD, carpentry, electricity, home improvement, masonry, welding, plumbing, heating and air conditioning), cosmetology, food production and management, health and biosciences, information technology, engineering technology and automotive technology. Last year, nearly 1,000 students met with 35 employers during the day-long event.

Horse Owners Guide to Good Pastures Seminar


PRINCE FREDERICK, MD March 3, 2008 Are you a horse owner struggling to establish or maintain good pasture? Have your hay costs skyrocketed? This seminar, sponsored by the Calvert County Agriculture Commission and the Calvert Soil Conservation District, will focus on the key elements of good horse pastures – including the best way to control weeds, guidelines for seeding, renovating and maintaining pastures, new developments in pasture grasses and technical and financial assistance for improving pastures and reducing the need for hay.


The seminar will be held on Tuesday, March 18, from 6:30 pm to 9:00 p.m., at Courthouse Square, Planning Commission Hearing Room, 1st floor, 205 Main Street, Prince Frederick, Md., and will be helpful for horse owners whether they have one horse or fifty.


Speakers include Elmer Dengler, USDA Natural Resources Conservation Service (NRCS) State Grazing Specialist and Dr. Lester Vough, forage systems management consultant, Southern Maryland Resource Conservation & Development (RC&D).


Seminar attendees can enter a free raffle to receive up to five acres of a new variety of perennial summer forage planted by the Calvert Soil Conservation District as a grazing demonstration project. All attendees will receive free handouts and pasture sticks. Light refreshments will be served.

HOMESTEAD TAX CREDIT

When you received your Property Tax documents in the mail recently from the State of Maryland, and quickly put it aside because it said, This is not a Bill you may harm yourself.

Previously, the State of Maryland included a Homestead Tax Credit automatically if your home is your primary residence. This year, you must APPLY FOR THE HOMESTEAD TAX CREDIT. So, make sure when you get your Tax Assessment notice that you look for the form that is supposed to be enclosed, fill it out and send it in IMMEDIATELY. It will save you a lot of money.

The application includes information that most of don't know without assistance from the web site. The County Code is 05 for Calvert County.

Southern Maryland Oyster Cultivation Society

The Southern Maryland Oyster Cultivation Society is a new organization dedicated to restoring native oysters to creeks on the lower Patuxent River. The goal is to reduce water pollution by accumulating many oysters in selected locations. Oysters (besides tasting great) are filter feeders that eat microorganisms. They reduce algae that cloud the water and convert nitrogen that fed the algae into muscle and shell.Take pride in doing something concrete to clean Maryland waters.
